Expert Panel Discussion on Land Value Tax (LVT)
Instead of sprawling development and isolated neighborhoods, we need land use policies that incentivize more housing and businesses in places that are easily accessible and close to one another—especially around transit stops. Could Land Value Taxes (LVT) boost public transit by helping to transform our communities with new, sustainable housing and development?

Right now, a significant portion of city land, particularly near downtown areas, is locked up in surface parking lots or other low-intensity uses. That’s because our current property tax system is mostly a tax on building value, not the land itself.
With land value tax districts as a tool, communities could flip the script and tax the land value portion of properties at a higher rate than the buildings. Places that have done this have experienced tremendous in-fill and redevelopment effects, along with other benefits.
